A comparative study on women`s pension - of U.S.A, Germany, and Korea from the perspective of defamilialization -

Abstract
This study aims to clarify the characteristics of Korean welfare system from the perspective of defamilialization by comparing contributory women`s pension between USA, Germany, and Korea. From the analysis of existing literature, I extracted some criteria for the analysis of women`s benefit in the old age pension system and defamilialization. Defamilialization can be characterized in the promotion of an autonomous household(of women) by means of autonomous entitlement and of the labor market participation (commodification). The women`s pension in this study includes both the autonomous benefit in the form of credit for raising children and care and pension splitting and the derivative benefit in form of spouse`s benefit in cases of marriage. divorce. and survival. The analysis includes the minimum condition for the coverage and minimum covered years for pension entitlement because the generous minimum conditions promote autonomous entitlement for women. The Result of analysis shows the overall degree of defamilialization (in sum of both autonomous household and labor market participation criteria) in Germany is higher than in USA. Korea lies in between. But in the criteria of labor market participation alone is the degree of defamilialization in USA a little higher than in Germany. Korea lies in between. Finally, the institutional characteristics of women`s pension in Korea shows more closeness to those in Germany.
